On Debian and possibly some other distributions, you need to instal the
chkconfig package to get the chkconfig tool.

As for Orca, be sure that /etc/brlapi.key exists and contains text. See this
post for details if necessary:

Also, make sure that you compiled and installed Brlapi, including its Python
support.

In general, if you're trying to upgrade BRLTTY to a version that isn't
available as a package for your distribution, you should update the package
and rebuild it instead of bypassing the package management system by
installing your own version independently.
