are the brlapi.key located in /etc/

Hi!
Just a quick question.
I am sorry for chatting about this but it drives me nuts that orca has no braille output.
Evrything is installed correctly.
Python is working and brltty works under console.
Brlapi.key has text in it and is set to be readable to the users of a group i've created called brl.
The users of brl is anders gdm and root.
I don't know what else to do?
I can't find anything on the internet that helps me so its pritty pritty frustrating.
Please help!
