Subject: [BRLTTY] Android support.

The latest Android apk contains several infrastructure fixes as briefly
described below.

Brltty now runs faster, and makes less demands on device memory.

Changes to settings now take effect immediately (restarting brltty is no
longer required).

The preferences menu now works, and preference changes can now be saved
and restored.

Command learn mode now works.

Speech now works, so functionality such as autospeak, speech-based
navigation, etc can now be used.

Alert tunes now work.

Braille devices which can emulate keyboard function keys can perform
global Android actions as follows:

  F13 Notifications
  F14 Back
  F15 Home
  F16 Recent Apps
  F17 Quick Settings
