Okay. I've finally managed to reproduce your problem. It only occurs when
compiling Java on Cygwin with gcj, which only happens when your system doesn't
have Java itself installed.

The problem is caused by a missing package called java-ecj, which is available
from Cygwin Ports. You can also install the file directly by downloading
"ftp://sourceware.org/pub/java/ecj-4.5.jar";, and installing it to
"/usr/share/java/ecj.jar".
