I've checked, and the intention indeed is that all key events get delivered to the screen reader for handling. Also, at the moment, there's no driver-initiatable procedure for getting the device to switch into its internal menu. These things being said, I'm of course intrigued by your observation that, when using the WindowEyes driver via USB, Chord+m does seem to switch to the internal menu.
