I see now, I need to set the key table using the -kkeypad argument. Now it
works! Since this confused me, I have made a pull request against the
website here https://github.com/brltty/brltty-website/pull/1

Are you specifying the "keypad" keyboard table?
The state of the NumLock key doesn't matter.
