I do have a /usr/include path. Did you just let the app store install the command-tools package or did you also run from terminal:
xcode-select --install Which then prompts you to install. Do not choose "get xcode" if that comes up. Also, I think you must be using autocorrection in your typing and you may want to turn it off. Brltty gets changed to bratty by autocorrection.
