Ho, good point, that's worth trying, I did activate these options even
though I don't use them (it was when I had more difficulty in navigating
with BRLTTY, I can disable them now). I will report back it if it
worked, for it might help others in solving this issue in the future.

I myself don't use Orca, but I can think of something that could cause
problems. Have you enabled either Skip Identical Lines or Skip Blank Windows?
If so, then brltty will map the relevant key pair for each setting to a
different pair of commands (that Orca may not be recognizing).
