I'm using CentOS 7 and I do:
sudo systemctl enable brltty
        This is equivalant to:
                chkconfig brltty on

And:
sudo systemctl start brltty
        This is equivalent to:
                service brltty start

You can see if brltty is enabled by typing:
systemctl list-unit-files |grep brltty

Attached is the man page of systemctl which is the crucial command.
