#886: Older versions of libcurl break the build process

The Elastic Search plugin relies on newer version of libcurl for sub-
second timeout specifications. However, this prevents a build on platforms
with older libcurl versions. The branch `topic/matthias/libcurl-fix`
addresses this issues.
