This branch adds a new broctl option "MailConnectionSummary" that
specifies whether or not to mail the connection summary reports.
Assuming that the trace-summary script is available,
then connection summary reports will be generated and
archived (along with all the other log files) regardless
of the setting of this option (i.e., this option only
affects whether the connection summaries are mailed or not).
