To start with, you want to boil it. There may not be many bacteria that can live of pure sugar, but a) Kandis is not 100% pure b) The germs can be sitting on top of it anyway Since sugar survives boiling pretty well, there is no need not to boil it. 5 minutes should be sufficient to kill anything that moves, but you can start earlier if you like - should make no real difference.
