ftp://iso.netbsd.org/pub/NetBSD/iso/3.0/README.i386pkg

says

"The CD is bootable and contains all the install files for the NetBSD 3.0/i386."
and
"a collection of essential precompiled binary packages for NetBSD 3.0/i386."

So I'm guessing that the i386pkg cd is sufficient.
