IBM AIX has a user certification. It's basically unix user level commands, knowledge of ls, grep, cat, redirection, etc.
It's useful for people who don't need to administer a system but do need to show some proficiency in a unix environment, like programmers. I regularly have to (re)educate our COBOL programmers and would advocate this kind of certification although I've never seen one 'in the wild'.
