I was advocating the community approach not the committee approach.
The current approach was a committee in the second sense, which was
in my opinion pretty OK up the point of testing the survey,
at which point i would have appreciated involving the community.

And yet, definition #1 is what usually occurs when dozens (hundreds?) of disparate individuals attempt to come to a consensus on new material. It is much more efficient and productive to get an initial version out and allow the community to offer constructive criticism where appropriate. There is no need to solicit the entire community's input for the draft of a questionnaire.
