I only would make the point that the level of the bar is not absolute, and "conduct unbecoming a professional" is in the eye of the beholder. At very least, I think we can agree that this is a far less objective criteria than a test score, and thus far more difficult to design to everyone's satisfaction (or even the satisfaction of a significant majority).
