This should be related to a routing update bug in this FreeBSD revision and
not ARP entries number.
Other users report the same panic (sosend -> sosend_generic -> route_output
-> rtrequest1_fib) once BGP neighbors were enabled.
Could you generate a crash dump (
https://bsdrp.net/documentation/end-users_docs#enabling_crash_dump) and
