i continue digging in this

i turned on C states in bios (the was OFF)

now the pmcstat shows:

 41.9 kernel     acpi_cpu_idle_mwait            acpi_cpu_idle
 38.6 kernel     lock_delay                     _mtx_lock_spin_cookie

the acpi_cpu_idle wen from 70 to 40% but ther is a new process - lock_delay

i trying to run lockstat -x aggsize=4m sleep 10 > lock-type.txt
but it's not starting

what's wrong with by HP gen8 ?
