I think the easiest way is to use maven build tool, but it has to be
done at the time of creating the release artifacts (at least AFAIK). The
other option is to copy the corresponding contents in your local maven2
repository to Maven Central, but again it has to be done by release
manager using the exact same content what were uploaded to local maven2
repository when creating the release artifacts.
In any case perhaps we should wait to see whether Sebb responds to this
if not we can initiate the third-party request process.
