Hi Rony,
As you mentioned, only 2.4 is available from the download and the
archive site.
I've checked the svn repository, and can only find tags for 2.4.0
[RC1,RC2], and 3.0 beta1. Is the cvs repository still available?

The latest official release of the 2.x line of BSF is version 2.4 and
should be available via download. Not sure where earlier versions (other
than in cvs/svn) could be fetched from.
