Optimize writeOutPoint.
Before: BenchmarkWriteOutPoint 500000 2664 ns/op
After: BenchmarkWriteOutPoint 10000000 151 ns/op
This is part ef the ongoing effort to optimize serialization as noted in
conformal/btcd#27.
