Optimize readOutPoint.
Before: BenchmarkReadOutPoint 500000 2946 ns/op
After: BenchmarkReadOutPoint 5000000 582 ns/op
This is part ef the ongoing effort to optimize serialization as noted in
conformal/btcd#27.
