It should all be doable, but the devil is in the details. Are orders always 
created by the remote stores, then sent to the central server, or do the stores 
use the central server and only generate their own when central is down?

There are various ways to use Bucardo to solve such problems, but a more 
detailed description of the business logic is the first best step.
