Nu mai stiu cine zisese sa facem diferenta intre "proprietate publica" si "proprietate PRIVATA a Primariei"; in mesajul in care spuneam ca este vorba despre ceva "public" ma refeream la faptul ca Primaria "per se" este o institutie PUBLICA - asa ca poate sa fie "proprietatea Primariei" cat o vrea ea de "privata"! i se poate cere socoteala de ceea ce face cu "proprietatea ei" in virtutea faptului ca EA este o institutie PUBLICA! adica una care exista ca sa rezolve probleme ale COMUNITATII! nu ale "prietenilor privati"!
