Dear Participant,



The Purpose 

This survey is to help cities around the world identify the challenges they are 
facing and assess which policies are most effective in addressing these 
challenges. In this survey, you will select one city or municipality of your 
choice, and assess, first, the city's performance in creating a knowledge-based 
sustainable economy. Then, you will be asked to evaluate specific urban 
development strategies and their impact. 

The survey is designed by the Open City Taskforce, consisting of regional 
development practitioners from international organizations, NGOs and 
universities, and supported by the European Bank of Reconstruction and 
Development (EBRD) and the United Nations Public Administration Network 
(UNPAN), among others. 


This is the first of the comprehensive global survey on cities performance at 
the municipal level. The results of our survey will be published on these 
institutions' websites and provide valuable insight on benchmarking urban 
policies to help cities around the world face the challenges of the 21st 
century.

Your opinion is very important and we would be very grateful if you could help 
us by responding to this survey!



THE PROCESS IS REALLY SIMPLE: 


1. Answer "Type A Questionnaire" please click on the link under "Type A 
questionnaire." 

You will assess the overall performance of the city which you are most familiar 
with. The questions are designed to ask your perception on the city's 
performance from several angles, including economic, social, quality-of-life 
and sustainability issues. 

2. Answer ONE of the following surveys 

You are requested to answer more specific questions on the urban development 
initiative which you feel is most relevant for your city.


·       E-Government : A survey on how the municipality has achieved a 
citizen-oriented, inclusive, interactive, and participatory e-government portal


·       Local Digital Agenda &  ICT: A survey on how the municipality has 
created new businesses and social application through ICT, innovation and 
education towards a knowledge-based economy


·       Sustainable City: A survey on the municipal strategies to address 
environmental and social issues to help your city progress towards 
sustainability through participatory collaborative process


·       Creative City: A survey on the strategies for making your city more 
attractive for the 'creative class' people and businesses through enhancing 
vibrant life-style amenities and a diversified culture,


·       Care-friendly City: A survey on the achievement and policies of the 
municipality to create a friendly environment for elderly people, other people 
with specific care-needs and their care-givers


Forwarding this Message

Please forward this email to stakeholders in your city (city council officers, 
e.g. planners, business development sections, NGOs, community-based 
organizations, and private sector stakeholders, particularly entrepreneurs, 
universities, etc.). The more participants to the survey from your 
municipality, the more accurate will be the results and assessment. 


The Deadline 

In order to be able to process your answer, we ask you to kindly complete the 
survey two weeks time. But please feel free to send your answer as soon as your 
time allows it!

Once analysed, we will disseminate the results to you so that your city can 
profit from the generated knowledge and benchmarking data.
