Title:
During installation: "download updates while installing" option is not
  optional

Status in Ubuntu Budgie:

Status in ubiquity package in Ubuntu:

Bug description:
Downloaded latest daily build of UB 32-bit a couple of hours ago.
Checked SHA256sum, installed from Live USB.

During installation process, on screen called "Preparing to install
Ubuntu Budgie", there's an option to "download updates while
installing". This box is ticked and that option is simultaneously
greyed out, so it cannot be un-ticked.

This is odd for two reasons:
  1) On the previous installation step, I selected the option for "I don't wish
to connect to a wifi network right now"; and
  2) On every other installation I've ever done of Ubuntu or it's variants,
this option is both un-ticked by default and allows the option to be ticked.
This is as things should be.

  Thanks,
  Ken.
