applet inconsistencies between panel and settings

When you add quite a few applets to the top panel at the end (right side) with
some spacers between the other applets and you then try to move things around
(arrow keys up and down) it ruins the spacer around the applets and the order
itself.
What is show on the screen basically does not match the list within the
budgie desktop settings app anymore.
