When a window is partially behind another and I click on the title bar,
the window I clicked on does not come forward to get focus. I have to
click in the body of the window for this to happen. This only started
happening when I upgraded to Ubuntu Budgie 23.04.
I am running Ubuntu Budgie 23.04, Budgie desktop version 10.7.1
Running an Nvidia GP108 [GeForce GT 1030] using the nvidia-driver-525.
