There's /etc/profile.d/snapd.sh which adds entries and then /usr/lib/environment.d/990-snapd.conf which is consumed by systemd- environment-generator. However, if at any point of the session session XDG_DATA_DIRS is overwritten then you obviously will not see desktop snap applications.
Given that it works for everyone else, I would suspect either a local configuration issue, or something related to Budgie.
