I believe that I have fixed the problem now. *SVN 1898*.

It looks like the problem was caused by an incorrect expansion
of strings in the shell rather than by differences of the date
command in GNU/Linux nad BSD.

Configuring apl 1.9 on macOS gives this output:


checking whether visible markers shall be used... no

             [-I[date | hours | minutes | seconds]]

     *** ./configure checks done, producing the Makefiles and config.h... ***


This is in a MacPorts build, which sets SOURCE_DATE_EPOCH.

macOS date is BSD-based and has different features from GNU date.
