Thanks for all the input. Unfortunately that's not what I meant. We need somebody who can find out why the file dialog on Windows does not show up. One would possibly have to step through the functions involved in opening the file dialog in order to find out if this is an AUCTeX or Emacs problem. It is likely to be the latter and the debugging information could help to prepare a self-containted test case which could be sent as a bug report to emacs-devel. Sorry for not being more verbose before.
