Ok, I am sick of it.  Why don't we stop all of this filter business
right now?

If parsing has not happened, how about just putting "Insert
Environment" and similar in the menus _not_ as a submenu, but as a
final menu entry?

This final menu entry will then trigger the parsing, create and change
the submenus and then probably use popup-menu for popping up the
submenu at the point of the click.

Yes, it will be a bit more awkward, but this whole junk of parsing and
queries surprising the _majority_ of Emacs implementations on a number
of platforms at times when they don't seem ready to deal with dialogs
has to stop.
