Be sure to consult the FAQ section in the manual before submitting
a bug report. If the bug (or problem) is triggered by a specific
(La)TeX file, you should try to produce a minimal sample file
showing the problem and include it in your report.
Your bug report will be posted to the AUCTeX bug reporting list.

LaTeX toolbar will replace any toolbar after double 'M-x
tool-bar-mode'. Here is an example to re-produce this bug:
1. open .tex file and make sure the LaTeX toolbar is on
2. Change buffer to *scratch*
3. M-x tool-bar-mode ;; now toolbar is off
4. M-x tool-bar-mode ;; latex toolbar is back
