Sure, but it might be more convenient for people writing documents in
a lot of different "TeX variants".  I'm not sure, however, if this is
a relevant use case.

In any case you can do `M-x context-mode RET' or similar once you
opened a new file.  You just have to adapt the "mode:" line.
