Thanks for your report.  However, I am not able to reproduce the hang.
I opened about 50 Windows prompts via cmdproxy without a hitch.

Since my old computer died I'll have to set up the environment for
compiling Emacs again.  Perhaps compiling a version in such a new
environment will solve the problem.  But it is not clear yet if we
continue providing the Emacs/AUCTeX bundle.  At least I am thinking
about discontinuing it and providing only a precompiled AUCTeX version.
