Without the possibility to reproduce the problem it will be hard to find
the cause for it.  That's why there is the hint about a "minimal LaTeX
example file" in the bug reporting form you quoted above.  "Minimal"
means that it only contains statements relevant to reproduce the problem
while still being executable.  In some cases additional files, like
images might be required in addition to make it complete.
