The problem is that even if `LaTeX-current-environment' is called
outside of a comment, it still finds stuff in a line comment. If you
call it with point below the \end{bmatrix} in the sample file, it will
find _and_ not ignore the \begin{bmatrix}.
What worked in my case was replacing the second and third occurrences
(not the first one) of `TeX-in-commented-line' with `TeX-in-comment'.
I'm also not sure if this will have negative consequences, though. (c:
