AUCTeX less that 11.0 can't happen, and the other conditions can just be listed (negated) as requirements in the manual as they are easy enough to meet nowadays. Where doc/preview-problems.texi talks about problems caused by the above conditions, deleting the passage in question might be sanest. It may be slightly fishy that the top-level PROBLEMS file talks only about preview-latex. It might be worth mentioning this specificity in the @ifset rawfile section, possibly just by calling the top node "Know problems with preview-latex".
