If I open the following file with auctex and outline-minor-mode enabled,
placing point on the third line (\section), M-x outline-promote does
nothing. It seems that (LaTeX-largest-level-set "chapter") (in
style/memoir.el) is at fault, but I have no idea how it is supposed to
work.
\documentclass{memoir}
\begin{document}
\section{foo bar}
\end{document}
(Submitted using AUCTeX-date "2013-04-21" but also happens in more recent
auctex version.)
