I guess that the problem is caused by a missing ``` %%% coding: utf-8 ```
line in `รค-include.tex`. Maybe AUCTeX can use the locale settings as
a fallback? In my environment, I have
```
LANG=de_AT.UTF-8
```
which Emacs seems to honour as the default for both file name and file
content encoding.
