autoreconf 2.59 doesn't dispatch --include args to aclocal

I don't understand the guts of autoconf automake etc. much at all, but it 
seems like --include arguments to autoreconf should get passed to aclocal.  
Currently it looks like they go only to autoconf and autoheader.
