All four of those test failures are due to testsuite limitations in 2.59 not 
working with the changes that occurred in M4 1.4.8, which was released later; 
and have since been fixed in the 2.61 testsuite.  They should be harmless for 
installing 2.59, although the question still remains why 2.61 does not do the 
job for you.

Cygwin already comes with a wrapper script around autoconf, such that you can 
manually choose to execute 2.59 vs. 2.61 without having to build or reinstall 
either version yourself.  Ask for more details on the cygwin list, since the 
wrapper is not maintained by this list.
