config.guess does not see config.site environment settings

If compilation options like CC and CFLAGS are set (or updated) via a 
config.site file, it appears that config.guess gets invoked without 
these set in its environment so config.guess behaves differently than 
if CC and CFLAGS were provided on the configure command line.  This is 
surely wrong behavior.
