Follow-up Comment #3, sr #110448 (group autoconf): It shouldn't have been necessary for Cabal to set PATH_SEPARATOR. Autoconf computes PATH_SEPARATOR itself. Was Cabal previously setting PATH_SEPARATOR to ":" instead of ";"?
