In principle, I think that this is fixed in Autoconf 2.73,
by Bruno's commit f0d97fb5 ("autoreconf: Invoke autopoint
in more situations"), with some follow-ups:
Invoke autopoint also when the package uses AM_GNU_GETTEXT
(without AM_GNU_GETTEXT_VERSION), AM_PO_SUBDIRS, AM_ICONV,
AC_LIB_LINKFLAGS, AC_LIB_HAVE_LINKFLAGS, AC_LIB_LINKFLAGS_FROM_LIBS,
or GUILE_FLAGS.
Hence, config.rpath gets installed for AM_ICONV-only packages, and
the autogen.sh workaround from comment #4 is no longer needed.
To also address the previous comment: autoreconf at present seems to still
contain no gettext-specific installation logic; we only decides whether
to invoke gettext's autopoint or not, so nominally gettext remains
free to change what autopoint installs.
