That's clearly a bug, --help documents ordered application.  Thanks for
the report.  (The usual I'll fix it if not beaten to applies ...)

One workaround is to avoid the rmsymlink in this case, since the upload
directive documents that the symlink effects are those of 'ln -sf'.
