Try
sudo env -i SHELLOPTS=xtrace su -p - nobody
nobody's shell is sh (being bash) or bash, right?
$ getent passwd nobody
nobody:x:65534:65534:nobody:/nonexistent:/bin/sh
$ dpkg -S "$(command -v su)"
login: /bin/su
Which su is your su? Is it using PAM?
$ ldd /bin/su
