bison-2.6.1 doesn't build on Solaris 8

My first attempt to build on Solaris failed as follows:

configure: error: Flex is required

Why is 'flex' required to build Bison?  Shouldn't 'flex' be run
by the maintainer who generates the Bison tarball?
