I have a similar problem in Cfengine-2.1.18:
in cfagent.conf I have:
groups:
adminhosts = ( HostRange(sa,01-09) HostRange(isw-0,01-99)
HostRange(ilw-0,01-99) )
and cfagent -d -v -q -n bails out with:
