Why wouldn't one want this kind of functionality? Process management is one of the things that makes Solaris is more heavy weight than GNU/Linux. It looks like someone has already done some of the work (it doesn't compile right now due to a /proc change): http://www.chiark.greenend.org.uk/~peterb/linux/interfereproc/ Come one, tell me you've never run a process that needed to run, then realized that you had to log off?
